Multi-Tiered System of Support Guides
What is the Multi-Tiered System of Support (MTSS) ?
The Multi-Tiered System of Support (MTSS) is a comprehensive framework designed to meet the academic, behavioral, and social-emotional needs of all students. It uses data to identify students’ needs early and offers progressively intensive interventions across three tiers.
- Tier 1 provides high-quality, inclusive instruction for all students.
- Tier 2 offers small group interventions for students needing extra help.
- Tier 3 delivers individualized support for those with the most significant needs.
MTSS ensures that students receive the right level of support at the right time, improving academic outcomes and fostering a positive school environment.

Why does it matter?
- Identifies student needs early to provide timely interventions.
- Offers targeted support based on individual academic, behavioral, or social-emotional needs.
- Ensures all students, regardless of ability, have access to appropriate resources and support.
- Uses data to monitor progress and adjust interventions for effectiveness.
- Increases student success through tailored support at various levels (Tier 1, 2, 3).
- Allocates resources where they are most needed, optimizing school efforts.
